GOP Lawmaker Demands DOJ Probe Into Soros-Funded Organizations

A Republican lawmaker is calling on the Department of Justice to investigate a sprawling network of organizations funded by billionaire activist George Soros, warning that taxpayer tolerance for politically motivated violence and domestic extremism has reached a breaking point.

Rep. Buddy Carter (R-GA) sent a formal letter Thursday to Attorney General Pam Bondi, urging what he described as a “comprehensive and immediate” investigation into Soros-backed groups operating through the Open Society Foundations and its affiliates.

The request comes amid growing concerns that radical activist organizations — many flush with Soros money — have played a direct or indirect role in violent unrest, extremist rhetoric, and the normalization of political intimidation across the United States.

“The funding of organizations that engage in, support, or incite political violence must not be tolerated,” Carter wrote.

“No individual or foundation should be above the law simply because of wealth or political influence.”

$80 Million and Counting

Carter’s request was prompted by a recent report from the Capital Research Center, which detailed how Soros’ Open Society Foundations distributed more than $80 million to organizations accused of endorsing, facilitating, or excusing activities that fall under the FBI’s definition of domestic terrorism.

The report outlines a disturbing pattern: large sums of money flowing to activist networks that openly praise street violence, train protesters in illegal tactics, or rationalize attacks on law enforcement, public infrastructure, and political opponents.

Among the most alarming examples cited:

  • The Center for Third World Organizing (CTWO) received roughly $400,000 and publicly boasted that it “threw down with people in the streets” during the 2020 George Floyd riots.
  • CTWO-affiliated groups such as The Ruckus Society have promoted protest strategies that explicitly push participants toward actions “outside of the law,” according to the report.

Carter argued that these are not isolated incidents or ambiguous statements taken out of context, but part of a broader ideological ecosystem that rewards confrontation, chaos, and lawlessness.

Hamas Praise and Radical Networks

Even more troubling, the report connects Soros-funded organizations to rhetoric sympathetic to foreign terrorist groups.

One group, The BlackOUT Collective, allegedly co-authored a pro-Hamas guide that praised the October 7 terrorist attack on Israel — a massacre that left over 1,200 civilians dead. That same guide reportedly cited materials produced by the Ruckus Society, linking domestic activist training directly to extremist propaganda.

Other Soros-backed organizations named in the report include:

  • Dream Defenders – received $1.85 million
  • Movement for Black Lives – received $18 million
  • Dissenters – received $200,000

All were identified as having ties to the same activist networks promoting radical protest tactics and anti-police ideology.

The Sunrise Movement, another Soros-connected organization, was also cited for its involvement in the “Stop Cop City / Defend the Atlanta Forest” campaign, which culminated in violent clashes, arson, and attacks on law enforcement.

Carter: This Is Not Free Speech

In his letter, Carter emphasized that the issue is not political dissent or lawful protest — rights protected under the First Amendment — but the systematic funding of organizations that endorse or normalize violence as a political tool.

“This is not about silencing activists or punishing unpopular opinions,” Carter wrote.

“This is about enforcing existing laws against material support for violence and ensuring that radical organizations are not shielded from scrutiny because they align with a particular political ideology.”

Carter also noted that ordinary Americans would face immediate consequences if they funded or encouraged similar conduct.

“If any other donor were accused of underwriting groups that praise riots, terrorism, or attacks on police, the DOJ would already be involved,” he wrote. “There should not be one standard for billionaires and another for everyone else.”

Pressure Mounts on DOJ

The letter adds to mounting pressure on Attorney General Pam Bondi, who has already faced threats of impeachment from Democrats over unrelated enforcement decisions. Republicans argue that this request represents an opportunity for the DOJ to demonstrate neutrality and seriousness about domestic extremism — regardless of political alignment.

So far, the Department of Justice has not publicly responded to Carter’s letter.

However, legal analysts note that if the allegations outlined in the Capital Research Center report are substantiated, they could raise serious questions about material support statutes, nonprofit compliance laws, and whether some organizations have crossed the line from activism into criminal conduct.

A Broader Reckoning?

For years, critics have argued that Soros-funded organizations operate with near-total impunity, protected by political connections and media deference. Carter’s demand signals a growing willingness among Republicans to challenge that status quo directly — and publicly.

Whether the DOJ takes action remains to be seen. But the spotlight is now firmly on the vast web of influence tied to one of the most powerful political donors in the world.

And this time, lawmakers are making it clear:

Everything is on the table.
